Legislation

Bills are proposals to make a new law or to change an existing one.  Only the Fono Ekepule can pass a bill.  Each bill goes through several stages, giving the members of Assembly and the public the chance to have their say. 

Family Relationships Act 2022

The Family Relationships Act provides the legal framework for family matters in Niue, including marriage, adoption, parental rights, child custody, and guardianship. It defines the rights and responsibilities of individuals within family relationships and ensures legal recognition and protection for families. The Act also addresses family disputes and provides guidelines for resolving them in a fair and just manner.

Niue Legislation Tables

This Volume provides a legislative record of the laws in force in Niue as at 31 December 2019.
It is in five parts and covers the period ending with Act 349 Maritime Zones Amendment Act
2019 and the Pensions and Benefits Regulations of December 2019.

Constitution of Niue

This volume of the Consolidated Niue Legislation 2019 contains the Constitution of Niue, the
Niue Constitution Act 1974, the Letters Patent constituting the Office of Governor-General of
New Zealand, the Niue Assembly Standing Orders, and the Public Service Regulations 2004.
The Constitution of Niue and the Niue Assembly Standing Orders are reproduced here in both
English and Vagahau Niue.

Niue Laws - Volume 1

The Niue Legislation 2019 was prepared under the Reprint of Statutes Act 1991 as a statement
of the legislation of Niue as at 31 December 2019. This is a four-volume collection:

1. Volumes 1, 2 and 3 presents the consolidated statutes.
2. Volume 4 presents the consolidated subsidiary legislation.

The four volumes are complemented by a volume with the Constitution and related materials,
and by a booklet of Legislation Tables as at 31 December 2019.

This volume supplements the Niue legislation collections that have been compiled in the
Victoria University of Wellington Law Faculty since 1990.

PART I reproduces in chronological order, Acts 334-349 which were passed between
14 June 2016 and 31 December 2019.

PART II reproduces Subsidiary Legislation made between 7 July 2016 and 31

Public Seal of Niue

The Niue Public Seal and Coat of Arms is used by the Niue Government Ministries, Departments, Statutory and non-statutory authorities, the Legislative Assembly and courts and tribunals. The Seal of Niue may be used by the Speaker for the authentication of any public document in relation to the Government of Niue or for the execution of any document required by law to be executed under the Seal of Niue.

Authorized Uses and Guidelines

Requests for permission to use the Arms/Public Seal outside the authorized uses detailed in these
guidelines – such as in educational publications and media and use by Niuean’s representative
national sporting teams participating in international competitions – should be directed to the
Office of the Prime Minister and Cabinet.
